What's Up is owned by Investor Publications, Inc., and was founded in 1999 by Tom and Ellie Fenton and Debra Fraire. 

Today, What's Up is an online calendar covering the El Paso (Texas), Las Cruces (N.M.) and Juarez (Mexico) region. What's is also El Paso Inc.'s online and print calendar. El Paso Inc. is El Paso's weekly business journal.

From 1999 to 2018 What's Up was a weekly print publication focused on regional entertainment and lifestyle topics. In February of 2018, Investor Publications merged El Paso Inc.'s lifestyle section with What's Up to launch The B Section. The B Section is part of El Paso Inc.’s weekend newspaper package which includes local, in-depth and original news reporting focused on El Paso and the greater region.
